I have also been in charge of directing large water resource planning, and environmental projects and programs throughout North America for a global consulting firm, having spent 10 years as a public water supply agency Superintendent.
SUMMARY
Mr. Abouaish has 25 years of diversified experience in the various aspects of the Total Water Management (TWM) field, with both the private and public sectors. He has many accomplishments in advanced regional water planning, academic research, program development, project engineering, planning and design, construction, operation and maintenance, administration, and utility management. During his career, he worked for consultants, contractors and government agencies. Mr. Abouaish has also been heavily involved in international and nonprofit organizations, and has served as an elected officer and on governing boards and executive committees.
He previously managed all the operations aspects of the Minneapolis Water Works (MWW), which had a budget of $30 million and 150 employees. MWW built the largest membrane filtration plants in North America while promoting research, and implementing new technologies, automation and industry best practices.

Senior Program Director - Overseeing the Midwest District Public Works, Environmental, Water/Wastewater programs. Achieved growth and profit through providing expert resources for municipal clients nationwide. Expanded client base in transportation, transit and rail services, security and emergency response planning.
Minneapolis Water Works 1996 – 2005
Water Superintendent – Directed all the operation aspects of the largest water utility in the Upper Midwest, responsible for all treatment and pumping facilities including approximately 1,000 miles of old distribution system water mains, which served 1 million consumers in the city and seven surrounding suburbs in Minnesota. Worked with state, regional and local stakeholders to promote security, environmental and public health protection. Coordinated with the Water Utility Management Institute with the University of Minnesota on strategic planning, organizational development, financial management, industry trends, and communications.
Water Supply Management. Worked with the Upper Mississippi Watershed District stakeholders to ensure adequate water supply for the Minneapolis metropolitan area. Worked with federal, state, and county agencies, regulators, regional watershed boards, emergency planners and local responders as well as several major industries along the river corridors. This coalition forms the River Defense Network, whose mission is to assess threats to water supplies, inventory potential hazardous spill sites (over 1,200), develop contamination prediction models and database and provide training and education to protect the Minneapolis water intakes and 450 river miles.
Treatment and Large Pumping Stations. Coordinated the operation and maintenance (O&M) of several softening and filtration plants and many large pumping stations staffed 24 hours a day with a production capacity of 180 mgd. Developed capital improvement programs to address current and anticipated laws and regulatory mandates as well as growth and development that required infrastructure investments. Oversaw major repairs and replacement projects for aging facilities that require both building rehabilitation and major equipment replacement while maintaining production.
Storage Facilities. Managed several in-ground treated water reservoirs and the distribution to various pumping zones and districts including employing water and energy conservation measures with the power supply companies. Managed operation of the elevated tanks and coordinated the allocation of retail and wholesale water to the surrounding interconnected suburbs and the airport.
Regulatory Compliance. Oversaw compliance and reporting, laboratory testing and water quality assurance monitoring through various stages of treatment and throughout 1,000 miles of distribution system, physical, chemical and bacteriological examinations totaling 200,000 tests annually.
City of Minneapolis Public Works 1990 – 1996
Recycling and Waste Disposal. Coordinated the operation of the dewatering plant, which handled the treatment residuals (lime sludge from softening and filter backwash), through thickeners, centrifuges and lagoon treatment. The treatment process removed approximately 100 tons of residuals per day, which was hauled by trucks to be used for soil conditioning on area farmlands.
Policies and Procedures. Developed policies and procedures for operations and human resource management. Assisted in setting long-range goals and objectives for the MWW. Directed implementing CIP, MRR and maintenance projects, prepared specifications for chemicals and reviews design for process equipment.
Management Studies. Developed the City’s First State of the Public Infrastructure Report. Conducted strategic and business planning, automation, workforce analysis, competitiveness, cost of service/rate studies, and continuous improvement studies.

Barrientos & Associates 1986- - 1989
Milwaukee Metropolitan Sewerage District. Coordinated sewer separation and combined sewer overflow (CSO) projects from the geotechnical investigation to the construction phase. Supervised implementation of wastewater plant upgrades and the construction of large deep tunnel interceptor projects.
Continental Tunneling Corporation 1982 - 1985
Metropolitan Waste Control Commission, Saint Paul, Minnesota.
Designed the 10-foot-diameter Minneapolis East Interceptor, Little Canada tunnel, Lake Gervais and other interceptor projects in the Twin Cities area.
